Osborne Recruitment has been exclusively retained to support the recruitment for the Executive Director / Centre Manager role with the Tower Programme in Clondalkin. The Tower Programme is a transformative, community-based initiative that supports adults who have been subject to the criminal justice system.It provides life skills, accredited education, and personal development opportunities designed to reduce reoffending and help participants build a more positive, sustainable future. Core-funded by the Probation Service, the Tower Programme works in close partnership with DDLETB, local community groups, and a range of statutory agencies, offering a holistic and person-centered approach tailored to meet the diverse needs of each individual.
Job Summary:
The Tower Programme, a small, agile not-for-profit with 5 employees, is seeking an Executive Director / Centre Manager to lead its community-based initiative supporting adults affected by the criminal justice system. Reporting to the Board of Directors and engaging with key stakeholders, the Executive Director / Centre Manager will hold strategic and operational responsibility for delivering accredited education, personal development, and rehabilitation programmes aimed at reducing reoffending.This role involves managing governance, financial sustainability, stakeholder engagement, and a small multidisciplinary team.
Additional Information:
Location: Clondalkin, Dublin 22Contract: Full-time, permanent (6-month probation)
Hours: 37.5 hours/week
Salary: Depending on experience

Key Responsibilities:
Lead strategic planning and implementation aligned with justice reform priorities.Oversee programme delivery, quality assurance, and impact evaluation.
Manage financial planning, budgeting, and compliance with regulatory standards.
Develop policies and ensure effective governance and HR management.
Build and maintain relationships with funders, statutory bodies, and community partners.
Lead, support, and develop a values-driven team culture.
Qualifications & Experience:
Proven management experience in nonprofit, education, justice, or community sectors.Understanding of social inclusion and community rehabilitation.
Experience in programme development, financial oversight, and funder relations.
Strong interpersonal, communication, and collaborative leadership skills.
Commitment to social justice and working with marginalized communities.
Desirable: Experience in probation-funded environments, adult education, strategic planning, fundraising, and impact measurement.
