Clinical Nurse Manager 1 (CNM1)

We are currently hiring for the role of Clinical Nurse Manager 1 (CNM1) to join a reputable nursing home and lead a committed team in Dublin or Cork. The role of Clinical Nurse Manager is rotational and flexible according to the needs of the Care Home.
This role requires a combined knowledge of clinical practice, project management, service management, continuing education and professional development. The CNM1 needs to ensure that the highest standards of nursing care are delivered to residents & also needs to lead the creation of a homely environment where Residents’ Quality of Life is the key focus.
This includes managing the facility's environment to ensure that it is conducive to meeting the physical, psychological, spiritual and social needs of residents. The CNM1 must acknowledge limitation in knowledge and competencies and defer to experts in a particular field where appropriate.

The CNM1 must always act in a manner that supports the objectives of the care home and deal promptly with and report all resident care problems/issues to the Person in Charge.

Principal Duties and Responsibilities:

The following list of specific duties & responsibilities is non-exhaustive and serves as a guide to the basic framework of best practice for the CNM1 at the care home. In the event of annual leave or sudden unexpected absence the CNM1 must delegate as far as is reasonably practicable keeping the Person in Charge informed.

The CNM1 will ensure to:

CNM1 coordinates and develops ensuring documented protocols working with named RGN teams in the following areas: (please note that this list is non exhaustive when dealing with clinical nursing care)

End of Life Care

Personal Hygiene of specific residents

Leadership-People Management and Communication

The CNM1 is managerially responsible for the delegation of duties to a health care team comprising of Staff Nurses, Health Care Assistants, Catering Assistants and Housekeepers per span of duty to ensure provision of comprehensive services and continuity of person-centred care to the care home residents.

Duties must be supervised and allocated ensuring the basics are right and thus improving resident experience.

The overall Health Care Team under the direction of the CNM1 must be fluid, seamless and highly proficient. The CNM1 works in conjunction with the Person in Charge, Catering Assistant, Maintenance Department and the Administrator to ensure seamless delivery of all services supporting resident care and the care home daily management.

The CNM1 manages all relevant forms of person centred and clinical care by taking charge of the care home Health Care Team and by consultation with all external experts including: Hospitals, General Practitioners, Public Health, Medical Consultants, Nurse Specialists, Physiotherapist, Chiropodist, Therapists etc.

The CNM1 is responsible for ensuring the delivery of quality health care to all the care home residents utilising specialist knowledge and skills to meet their needs. Such duties and responsibilities are undertaken to ensure the care home services meet all requirements practically, clinically, administrative and resident specific/person centred.

The CNM1 must implement evidence based/best practice health care and practice development.
Create a trusting relationship and a harmonious environment between residents, relatives and the care home.
Create a motivated staff via distributed leadership, effective communication and participation at all levels.

Empower and motivate all levels of staff to reach their potential to consistently deliver the best service to our residents.

Clinical Governance

The CNM1 is responsible for leading the assessment of care need of the care home residents and the development, implementation and evaluation of all care programmes and must use the basics of good team work and specialism within colleagues.
Keep up to date on current legislation including HIQA Standards and the Health Act 2007.
On Admission, during residency and on discharge/transfer the CNM must ensure a comprehensive assessment and a care plan that is effectively implemented and regularly reviewed according to evidence based practice.
The CNM1 must work according to all professional and the organisation’s Care Homes protocols.
Arrangements for the introduction and reception of new residents is the responsibility of the CNM1 who makes a skilled judgement about the most appropriate approach.
The CNM1 serves as a clinical resource in assisting health care personnel to assess, plan, implement and evaluate care.

The CNM1 must encourage, maintain, improve and introduce where necessary therapeutic, recreational, educational and spiritual routines and resources for the benefit of resident care. This must be carried out in conjunction with health care colleagues utilising external resources where reasonable and practicable.

The CNM1 must recognise and acknowledge the expertise of others and reflect on practice in a way that empowers colleagues, other professionals and residents.

Infection Control

The CNM1 must ensure a high standard of personal hygiene; cleanliness and neatness; and comply with all statutory and organisational hygiene regulations in the handling and storage of food and beverages.

The CNM1 is expected to observe and promote solid infection control principles in line with the care home need and regulatory requirements.

Quality

Best practice must be identified and action plans developed to improve care on a continual basis by the CNM1.
As part of the care home Quality Assurance team the CNM1 must manage, maintain, supervise, audit and improve on all specialist care skills required to provide comprehensive nursing care in line with the individual needs of all residents.
The CNM1 will ensure that such practice is supported by documented protocol and policy to ensure consistency, professionalism and best practice.
Must review care through audit and evaluation.
Develop systems which agree, monitor and improve standards of care.
Facilitate and support the Person in Charge through any accreditation process.
Liaise with HSE Inspection teams and document such in the relevant format.

Decide with the Person in Charge and other relevant professionals the indicators to be used to measure quality of service provision to residents.

Documentation/Communication

Documentation management at the care home is ongoing and the CNM1 must regularly review and update same using the in-house referencing system.
The CNM1 is responsible for ensuring the recording and maintenance of accurate documentation reflective of resident care that ensures effective communication within the health care team and external visiting health care professionals.

The CNM1 must endeavour to observe the most pertinent issues in a situation and the most appropriate ways of responding to them. This applies to colleagues, residents, visitors, relatives and other professionals thus ensuring the promotion of good interpersonal relationship skills.

The care home protocols for dealing with queries, issues, complaints and comments must be adhered to at all times.
Final resolution of any such issues if unresolved at the initial moment lies with the Person in Charge. Such matters will be fully investigated and the CNM will input at the discretion of the Person in Charge.

The CNM1 must foster good public relations within the community in concurrence with the care home Mission Statement.

Health and Safety

The CNM1 has a central role in maintaining health, safety and welfare and a safe environment for residents, staff and all visitors. Specifically in times of vulnerability the CNM must help the resident feel safe.

The CNM must ensure familiarity with the requirements of current Health, Safety & Welfare Legislation – subsequent directives, policies, procedures, codes of practice applicable.

Ensure, as directed, that all staff are aware of the policy of the Care Home and that the policy is carried out:

Control, storage, administration and recording of drugs
Care of Resident’s property
Prevention of infection
Security of equipment and other Care Home property
Maintenance of equipment
Fire precautions
Data Protection Act

Hazards to safety of patients, visitors and staff

Ensure the highest standards of hygiene, cleanliness and tidiness in the Care Home at all times.
Demonstrate an understanding and an awareness of all policies and procedures relating to Health, Hygiene and Fire Safety.
Familiarise yourself with emergency and evacuation procedures.

Ensure all security incidents, accidents and near misses are always logged in a timely manner.

Duties of Employees

Section 13 & 14 of the Act deals with the duties of employees (full time, part time, contract, temporary or agency staff) and other persons:

Take care of own health and safety
Take care of co-workers safety
Cooperate with employer in adhering to workplace safety rules
Use personal protective equipment provided
Not to come to work under the influence of drugs or alcohol

Report accidents, incidents, faulty equipment etc.

Risk Management

Be actively involved in the identification and management of risk.
Assess risk utilising the local risk management processes as outlined in risk management policy documents.

Complete and review action plans pertaining to risk.

Complete near miss and incident documentation

Provide learning to staff from incidents and near misses.

Confidentiality & Discretion

It is a condition of employment that the CNM will not disclose any information obtained during the course of work other than to those entitled to receive it.
Adherence to the organisation’s Care Homes Code of Confidentiality ensures that personal data remains secure.

The care home holds confidentiality as a core value where staff/residents/ visitors and other health care professionals can openly discuss issues within a protective and supportive environment.

Stakeholder/Partner/Supplier Management

Work with all stakeholders/partners/suppliers in the facility to ensure the Quality of Life goal for all Residents are met.

Education, Training and Development

The CNM1 must maintain personal professional development retaining clinical experience and updating clinical knowledge by assuming responsibility for own learning and developmental needs.
The CNM1 must work with the Person in Charge in development of the in-house training plan to establish a framework for development of staff competence – assist with planning, co-ordination and evaluating continuing education programmes specific to the care home needs and its staff.

At least one workshop per yearly quarter must be facilitated by the CNM using external expertise where necessary.

The CNM1 has overall responsibility to ensure the orientation and induction of all new healthcare staff ensuring that they receive sufficient theoretical and practical training to make them safe practitioners/providers of care.
The CNM1 acts as an effective model by demonstrating skilled nursing care in a clinical setting.

The CNM1 serves as a resource to other departments within the care home.

Personal Professional Development:

To assume responsibility for their own learning and development needs with evidence of commitment to on-going professional development.
Maintain updated knowledge through care literature, recent nursing research, and new developments in nursing management and education, practice and advice staff on necessary changes.
To foster good working relationships between colleagues and other staff by maintaining a high professional standard.

To demonstrate behaviour consistent with the Code of Professional Conduct.

Statutory Registration, Professional Qualifications, Experience, etc:

Are registered in the relevant division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland (NMBI)

Have at least 5 years post registration fulltime experience
Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.

Must demonstrate evidence of Continuing Professional Development.
